Volvo Penta md2030 not starting

I recently removed the head and heat exchanger on my Volvo md2030 / Perkins perama engine replaced head gasket had a small hole in the heat exchanger aluminum welded and reassembled. Upon attempting to restart engine it acts as if there is no compression. While the head was removed I had turned the crankshaft over in order to clean the top of the Pistons and get debris out. Any ideas? The engine ran normally before disassembly but I could tell there was water getting into the cylinders due to the color of the exhaust.

Yes, lines were bled. Also had my nephew who is a diesel mechanic look at it briefly when we were onboard and he bled them as well. No change. The motor has a history of being cold hearted, which doesn't make sense in Florida as I have run tractors and equipment with knocking, smoking old diesels that would pull a stump all day long.

Only thing I can thing of since timing should not have changed just removing the head, is need to check compression. Pull injectors and test
