Volvo MD2003 cooling / thermostat issue

Hi everybody, I have a 28 hp raw water cooled three cylinder Volvo marine diesel. When the thermostat is cold absolutely no water passes through the siphon break or the water cooled exhaust. Is this right? I would imagine that there should be some water moving through the system. Any and all advice gladly received.

When the motor is running there should always be water passing thru the exhaust, the thermostat will not stop it. The thermostat only controls the water going thru the block
