OMC Cobra 2.3l shift adjustment issues

Hello all, I have been having an issue with my OMC Cobra shifting. First off, I have an adjustment tool set for the cable. I also followed the adjustment procedures several times. But I can get forward or reverse. I cannot get both. Thoughts?

is this the original 30 year old cable that may be stretched, or a new cable?
