2003 Volvo Penta Steering Issue - Some thoughts PLEASE

Boat is a 2003 Regal Commodore
Twin 4.3 VOLVO PENTA
2 years ago steering actuator ( piston leak ) RE- Placed with new Volvo Penta

Recently developed power steering issue .
.
Turning steering all the way port locks .
Turning all way starboard , locks
Pressure on wheel it frees
Under way steering OK then becomes hard too turn no rhyme or reason it Locks in different positions
Exerting slight pressure frees, PS works smooth until it does it again

Always checking fluid levels , but when steering became hard checked PS fluid level . IT WAS LOW
Did not hear low fluid level sound off pump but my thinking was pump issues .
I noticed PS fluid under pump in bilge could not see or feel were it was coming from . VISABLITY & getting too areas challenging .
Loosing an once of PS fluid Topping off often .
NOW NO MORE LEAK ? STAYS FULL ?
MY THINKING air pocket in lines , did the turning of wheel with cap off long period of time .Still no change

I hate too throw parts not knowing for sure but leaning towards PS pump needs changing

PS pump that is in question is off starboard engine going too actuator

On other engine there is a PS pump on port engine tied in but lines not going too actuator

THINKIING switch too check?

A simple fix like greasing cable lines from wheel too actuator ?
No grease fittings on actuator
Not original owner and don't know age of cable but cheap previous owner did not take care of this boat . Could be original

I understand without viewing and posting on forum were shooting in dark , but from symptoms described what does this sound like .pump and just replace

Saying it locks, meaning it doesn't want to move in either direction, and takes extra effort to make it move?

If correct, your linkage may be binding, either from the cable, steering arm or linkages. Would need someone to watch to see if something is moving at an odd angle.

Bleeding the PS is all self bleeding and just rotating the helm completes the job. It may take a few times but you have been running for a while so don't think its air.

If you do replace the pump, just swap with the other motor

Will check cable from actuator back too wheel , a little grease wont hurt on both ends
My first thoughts was cable binding ? nothing I did caused it too bind but maybe cable due too age has become frayed
Boat is a 2003 , and cable is possibly original . .
Will remove from actuator , see how wheel moves . , next is pump . The pump on other engine swap is next

I'm thinking maybe the steering ram is loose and maybe tilting a bit under load. This is why I suggest have someone watch the ram as your running
