Welcome aboard, a63aggie

Moved your post in a dead thread to one of your own.

You can't remove slack from a steering cable. In all livelihood the cable or helm is shot and probably both.

What type of helm do you have - Rotary or Rack and Pinion?

If you don't want any play in it, Hydraulic is the way to go. In real life, and the components aren't worn out, the play really doesn't matter, engine torque pushes against the cable and holds slack free, except when throttle is suddenly chopped or trimming the engine changes which way the engine wants to twist.

20mm slack or so at the rim of the steering wheel is normal for rotary.
