Swivel Steering Helm

Hello Guys!

Just wondering if its normal to the Steering helm swivel like the one on the video. Just want to know If its ok to do that or something like a bushing is done. Also there is a sound like "whining" and I think it could be the steering pump.

Any advice please.

Yes it should swivel like that. So far as the whine, I would not be concerned
