Commander 3000 control question

I just put a quicksilver commander on my 77 arrowglass that I am restoring. It has a 140 86 alpha drive 140hp. The controls had very little use and work easy. But when I put the shifter in forward or reverse the accelerator cable moves just enough to raise the rpms 200-300 above idle rpm, making the boat move too fast . Am I missing a adjustment. And shouldn't the accelerator cable stay stationery at the point it shifts into gear?

Without knowing more, I would say it needs more grease or bolts needs loosened a bit
