Electrical problem. Please Help!

I have a 1998 bayliner 2855 cierra that is plugged into shore power and the meter reads it's getting power on both 1 and 2. I have a battery charger that is set on charging both batteries but never reads fully charged. I'm getting some power in my cabin (plugs/a/c and microwave are working). What's not working are my water pumps and radio in the cabin and my entire cockpit switches blower/windlass/bildge pumps/lights etc (the key turns but nothing happens). Any ideas? Am I reading this right that you have AC power, but no DC?
How old are the batteries?
Are all of the DC connections, including the charger connections clean?

My bayliner has a master breaker for all DC powered items, you may want to look at that. On my boat its next to the 1-2-all-off switch. You may want to check out the grounds on the batteries and make sure they are connected properly. When was the last time everything worked?
