Bilge pump troubleshooting

I was hoping it was just a blown fuse. So I swapped the fuse and that one blew also. The breaker at the console pops out so I reset it and before it does pop the bilge light blinks a few times. The float isn't stuck. Moves up and down Haven't figured out if there's a way to disassemble it to see if the impeller is spinning. The bilge was nasty after sitting for so long. Between broken down leaves and everything else that can fall from trees and get washed into the bilge area. I tried a 10 amp fuse quickly and it buzzes for a second or so then stops.

Before I run out and spend $75-100 on a new pump do you have any suggestions? It's a Rule 800gph 12v with a Rule-a-matic plus auto float switch.

If it looks like this, squeeze the blue tabs on both sides;

It's an older model. The boat is a 2008. Looks like this one. Looked at the impeller but can't really spin it. The hole is about an inch round or so.

Same thing - Squeeze the blue tabs and lift the cartridge up.

With the over winter debris there's a good chance some of it jamming the vanes.
