Are you talking about the motor "tilting" (fore & aft) under the boat or "turning" (right & left). The tilt mechanism (series of notches with a pin) that allows adjusting the "tilt" of the motor may be broken, pin missing, etc. If the motor tends to flip right or left on high speed, then that requires "tension" adjustment. Adjust the tension screw.
