2007 Tahoe 216 - Power to fuse block, but not ignition / instrument panel...

My 2007 Tahoe 216 died in the water. Lost all electrical. All fuses were good and getting power to the fuse block, but no power to the ignition switch. I ran a line from the battery to the ignition and everything is working. I can't find where in the line the power is disrupted but figured it might be around the kill switch. I got the throttle lever off but there are 3 bolts that just turn so I can't get the housing out. Anyone have experience with this?

Mercruiser 5.0 i/o. I can get a couple of figures in the housing and feel the bolts turning, but I don't feel a nut..

I had the same exact symptoms,
The sterndrive fluid alarm didn’t go off and the boat just died due to the reservoir for the gear fluid resivoir
