I have a 1988 40hp Nissan that I can start with pull rope but with ignition it will turn over but won’t fire. Battery reads good. Could this be solenoid or coil pack?

welcome aboard

think about it. it cant be the coil pack or it wouldnt run.....period! since it starts with the rope, it cant possibly be the coil pack, now could it.

since you state it turns over and doesnt fire, it cant possibly be the solenoid either.

I would assume that your starter is not spinning it fast enough or something is wired wrong at the key switch if its not spinning fast, clean your battery cable contacts from the battery to the starter motor and back.

You are one lucky guy. Can't teach my battery to read.

What is the voltage while cranking and not cranking? Measure at the battery feed on the solenoid.

Looks like the battery doesn't have too much power left. Amps is what starts an engine, not Volts. Try with a new or fresh battery, if starts, time to buy a new battery, must be minimum 70 Amp/H rated.
