95 Evinrude 200 starter issue

Alright , so I have brand new batteries , new starter and new starter solenoid .. When I turn key to start up , you can hear starter spinning , making buzzing sound but motor will not turn over .. It's a 95 Evinrude 200 on a Hurricane deck boat ..

Brand new batteries are of no use unless they are fully charged. They are also of little use if either end of the battery cables are corroded and not capable of carrying the current necessary. Buzzing says you have a cable issue.
