Thru Hull Drain Plug Off set

I put my boat in the water and had a significant amount of water in the sump. I removed it from the water and filled sump with water. The only place I seen leaking was from the drain plug tube. The drain plug sleeve looks to be not straight with the hull. I have a 1/4 more on the bottom of the sleeve. Can I drill the hole straight and install a new tube or can I installed some type of different plug? Maybe a flange style like a garboard or a perko self retaining plug

I am not a expert but. Pics help. If the old one is leaking you need to check the transom for rot. They don't come loose till the wood lets go.
