1988 venture

Well hello again, I got my hands on a Venture bass boat with a 115 merc. I've pulled the carpet for the most part and began the cleaning process. Besides the floor and back area where the gas tank is, there is no glass. The carpet sat on top of the foam. Along the bilge its soft so my plan it's to cut that area out and replace the wood. Instead of recarpeting I wanted to use spray liner. I also plan on spraying lining the compartment tops. First question is can you put sprayliner over fiberglass or would. I am open to all suggestions. This boat has been sitting at least since 09. However, the hull seems to be in good shape. Here are some pics and please chime in with guidance and suggestions

There is a deck with has seat post live well trolling motor. If I open one of the compartments and remove the container, I see, well saw carpet, now I just see foam. But I thought the foam would be encased or something.
