seems the boat is taking on water other than the bilge because of a factory defect of not adding foam in a certain place, any one heard of this?

No boat should take on water - It's leaking.

Absence or lack of foam doesn't have anything to do with water in the bilge.

Can you explain the issue more?

I'd be checking the outdrive seal around the keyhole in the transom. Best way is to pull the boat out on a trailer Make sure all the water is out of the bilge then back her in the lake just enuf to submerge the keyhole and see if water comes in the bilge. Also check ALL the transom penetrations from hardware mounts.

Expanding Foam.... what a misunderstood marine phenomena and it's capabilities and limitations.

After 13 years ita not a factory defect....its most likely a maintenance and care issue

Thanks all, it seems it had something to do with the live well, and a stuck float in the bilge pump combo.
