anyone ever use west systems epoxy over automotive paint and clear coat?

You forget the "why would" in front of the question.. :D

The short answer is, Most epoxies dont have UV inhibitors, so it would yellow and break down faster than the Urethane clear thats on there already. Plus it goes on thick and uneven, doesnt have a carrier like paint/clear to flow.

grind away the paint down to a substrate surface for the epoxy to stick to something substantial.

The main issue would be the bond to the surface of the epoxy would only be as strong as the bond of the paint to the surface, and paint bonds nowhere near as well as epoxy. You'd want to sand off any paint/primer first, then apply epoxy to that surface.
