Rebuilt transom

I'm at a loss now. I rebuilt my transom in a 92 Celebrity this winter. New wood, all fiberglassed in and looking good. I took it to the river today for a test. With it still on the trailer, I had a fairly steady stream of water coming in by the lower left (from inside) bolt. Not sure what to look for now except the rubber gasket on that bolt but I thought it was good when I installed it. I know it's not the best way but would marine sealant around the outer transom plate help with this. I was really hoping for no water intrusion after all the
work I put into this.
