If this is the same carb from the same engine that "hasn't been serviced in 16 years", then you might do yourself a favor and just buy a new carb, or at least buy a new float bowl. There is a passage in the bowl that's very hard to clean out and it will affect starting and idle.

If you're going to clean the carb you need a GOOD carb soak in real carb dip, NOT just some carb cleaner spray.

I am on page 3-24 of SELOC and I am looking at the carb diagrams. IS this a straight forward procedure? I ordered the rebuilding kit and have the carb soak product.

Gosh, the more I look at this thing the more I am thinking of buying a carb assy... So much easier to do right?

Much easier to do and between the cost of the rebuild kit, the labor and the risk that you're going to miss getting ALL the passages really clean, it's not much more money. It's a very quick fix and the carbs are pretty easy to swap. ALSO, you can check with Paul, but I believe on that motor you could also put the 15HP carb on it to get some more power out of that motor, as the rest of the motor is the same between the 9.9 and 15 HP versions. The carb was the only thing different. So now that extra couple bucks on a new carb not only buys you a good running motor, but a few extra HP as well.
