The starter is not getting any power to it.It is an new cond. The solenoid has been checked along with battery and terminals, along with power head in line fuse. The electric choke works along with gauges when key is on position. When turning key to start no draw is detected by volt gauge. As of sept. 24,POSSible fix, picked a short in neutral safety switch will change out when part comes in.
