edgewater power boat 2004 yamaha 50 hp

i have an 2004 edgewater powerboat with a 50 hp yamaha motor on it. its been sitting for about two years but only has 18 hrs on the motor. i cant get it to go past 1800 rpm but idles fine. can anyone tell me what i should do im tired of lookin like an idiot on the water:confused

clean the carbs.replace the fuel pump,clean all fuel lines dump the fuel thats in the tank.
I dont care that you did add a few gallons of fresh fuel.
