    Default broke off bolt

i tried to drill a hole in the broken off bolt in power head . i used a titanium drill bit it didnt hardly scratch the bolt the bolts are stainless steel ( i believe) and i want to be cautious so i stopped . I need to know what is he best drill bit to do this with. The bolt holds the heads on the power head , motor is a txrt 200hp. Any body that has had to do the this please enlighten me.thanks Im thinking gasoline and a match might solve this problem, well maybe not
