I have a 1999 40 Suzuki 4 stroke. Was running when it was parked 2 years ago. Now it won't turn over. Thought it might be hydraulically locked so I removed all 3 plugs and it turns over fine. Put plugs back in same problem. I have replaced the battery and leads with new. Could the starter be weak and is it possible to rebuilt the starter.
