Is your battery at full charge, and good - might take it to Autozone if you don't have the meters to check it under load.

Battery and cables can be a problem that a meter is needed to do a voltage drop test to see if it is too weak or too much resistance in the connections or the cables themselves.
If you are not getting 12 volts to the 12 volt starter then it will not turn properly under load

Have power 12.6 at the starter and have also had the battery hooked directly to the starter and still turns slowly. After energized by key I have between 8 and 9 volts. New stater just came in. Hopefully I'll have it on before the weekend. If all goes well. Could there be something in the engine that might make something like this happen?

Too much current draw, bad connection, too small of a battery will cause too much of a voltage drop.
Did you measure the voltage at the battery posts or at the starter?

Binding motor or lower unit can cause too much of a load on the starter motor
