Default Surge brakes binding when damp.

I have a 1 year old Shorelander tandam axle pontoon trailer. It has surge brakes on one axle. I have been having an issue when the trailer is semi-wet (day after launching or 1 hour drive down the interstate after lauching). The brakes making a very loud binding noise. It does not happen right after coming out of the water or after sitting at the house. The noise is loud and you can feel the trailer shutter.

Any ideas on what would cause this.
I took it into the dealer but the found no problems as it was not happening at the time.

    Thanks!

I would "think" that the shoes have absorbed a little water, as well as your surge brakes/brake shoes are set up a little tight, try backing them off a little, not much, you just want to be able to apply a small brake application to dry them out.
    just a thought
