1997 merc 225 efi injectors

I unplug the 4 pin connector to the injectors, i hav 1 pin showing 12v with key on or off. I plug it back in, then i show 12v to 3 of the 4 wires on the injector side of plug. Is this right?
Motor will crank but not start. Plugs are dry, and i hav 45 lbs pressure with key on and while cranking.
Ive cleaned vst/hi pres pump and changed low pres pump

All Merc injectors are turned ON by the ECM applying a ground. If no ground is being applied then there will be 12V passing thru the injector coil and will read on both sides. The issue I have with your statement, is "normally" you will not see 12V with key OFF
