Well I installed a new water pump. At idle and low
speed it pumps water ok but a sporadic flow and not evenly. At very high speeds it stops pumping water all together and I think it will not pump again until I take everything apart and re-assemble it again. What am I doing wrong?

Did the engine over-heat before you replaced the pump? Did the old impellor break up?

Yes,

The son-in-law burnt the old impellor up pretty bad,
Not totally, but some breakage.

You have some pieces of the old impeller blocking a water passage or two.

FP - Best bet is to pull the head & look for crud & impeller pieces. Also backflush through the water pickup tube.

Use new headgasket on reassembly.
