72 johnson 125 over rev at idle help!!!

72 johnson 125 ESL 71C<br />serial # J35 16179<br />carb # 317-470-D2<br /><br />Engine starts and idles fine initally. When engine is revved up a bit and then control put back in neutral idle position the engine continues to rev at high speed and may even increase speed. If the engine is turned off and restarted it starts at the increased engine rev. After a period when the engine is restarted it starts and idles normally. When increased throttle is attempted and backed down it over revs again. The carbs have been taken off and cleaned. The floats and needles have been replaced. The choke solenoid does not seem to be working. The manual choke works fine. All the throttle linkage is working correctly, no binding. <br /><br />Brokenjohnson
