Re: cooling system on my outboard help;;;;;

Welcome to iboats, fishcake!
Great little outboards those.
Water should sort of mist from the 8 holes on the back of the leg. The head where the spark plugs go will get very hot, as will the flat plate on the right side. Feel around the left side cylinder bulges nearer the head to get an idea of cooling - this is where the cooling water actually goes. If it seems hot there, it probably is too hot. Replace the waterpump impeller, make sure you can blow through the tube where the water pump picks up (gross I know, mabey use a piece of hose). Be careful not to pull up on the driveshaft when you have the pump apart or you'll be in trouble.
Your water must cover the seam between the lower unit and the midsection for the water pump to work properly. That is to say, the water pump must be submerged.

Good luck!
PS - that is in fact a 1978 engine.
