1976 Johnson85 v4 has 1/3-1/2 power in gear

I have a 1976 Johnson v4. It was in service before, and everything was fine in idle. Took back the engine to the boat and it has only 1/3-1/2 maximum rpm after I shift. The maximum idle rpm is normal. Pulling the throttle valve does not manke sense. Any ideas? Thanks in advance.

did you have the engine off the boat? If so when you put it back did you reconnect everything properly? Does the throttle open all the way up when you push the lever forward on your controls? (visually check this with the motor off). What do you mean by the "the maximum idle rpm" do you mean that it idles fine when in and out of gear? A bit more info might help.

Cables are correct, valves on carburator is fully open when pushing fully forward the control. Maximum RPM is fine when out of gear, and maximum rpm is about 1/3-1/2 when in gear. The lower unit seems also fine. Is it an ignition issue?
