static v dynamic timing adjustment

I've got a 1970 Johnson Seahorse - 6HP, and have the Clymer manual. In reading the manual I am confused over how to adjust the timing. Can the motor by dynamically timed using a timing light, or static tuned by setting the point gap?<br /><br />Also - I just installed a new fuel pump - manual was clear in explaning that....however, when I pull the starter cord, i don't get much gas flow from the pump - however, it seems to run fine. How much fuel should be flowing when you pull the starter cord? A little or a lot? Finally, do I need to re-tune the engine after installing the pump.<br /><br />Thanks!

Basicly these motors are static timed by setting the points. There is not faurther adjustment. If your motor runs fine then all is well.
