How to tell if Touch-Trim is working or worn?

The manual Touch-Trim on my Evinrude 40 used to hold the motor in any possition it was placed in without being locked. Now when I lift the motor, it will slowly drift back down unless the lever is in the lock possition. When locked it stays solid.

There is no test in the Evinrude Service manual that says how to test it or how it should behave. But it does say it's under a lot of pressure. I was wondering if the hydraulic pressure should make it rise when not locked.

The Operation and Maintenance manual is not clear to me if it should move on it's own or strictly by manual force. It refers to tilting/trimming using thrust while in gear.

Thanks!
