6 HP Evinrude, fouls plug, no top-end power

The motor in question is late 70's to early 80's vintage. Starts fine, idles well, but refuses to rev higher than trolling speed, even at full throttle. Fuel does not seem to be the culprit ,plenty of bulb pressure. Checked the filter and mix, supplied fresh gas. Only visible problem is that the top spark plug -both new- gets fouled with oily gunk after only a few minutes of running, bottom plug is not affected. Any suggestions would be greatly appreciated.

Do you have spark on the top cylinder? Spark in the open air is not the same as spark under compression. Note the sound of the motor with both plug wires attached and then remove the top one. Note any change in operation of the motor. If no change, then you're not firing on the top cylinder... Run a compression test, too, as a blown head gasket can cause it to drop a cylinder, too, particularly if there is any evidence of water on the plug....<br />- Scott
