If it fails the thermo melt stik test and if you are positive that the waterpump and T/stat are installed properly,I would suspect either the waterpump discharge tube is not sealed off good or the engine blocks water deflectors are problematic causing waterjacket restriction.I believe that's what Rick was alluding to when asking whether the engine had been used in salt water.If not flushed thouroughly after each use ,crud can build up in the water passages and inhibit heat transfer or lead to outright restrictions.
