1971 60hp evinrude not shifting in water

ok here it is i have a 1971 60hp evinrude it does not shift in the water but it will out of water<br />please help with any info!!! i already changed lower unit with type-c oil&the shifter i already checked out!!! i don't have a clue!!!

Are you sure the prop is not slipping? If it's not, I would suspect wiring. Don't know how the wires run through the lower unit, but I would look anywhere they contact metal or water for breaks.

so today i dug into it a little more,so the guy that had the motor before me he must of got type-c & heavy auto grease mixed up,because i checked the lower unit today to see if the lube was milky and it was'nt but when i went to and some more lube big turds of grease came plopping out!!!i made a 50/50 mix of oil/gas flushed it out till i saw the end of the turds!!then i filled it up with the 50/50 to set over-nite i'll drain it tomorrow and refill with type-c!!
