1987 120hp Johnson vro power problem

I been having a problem this year with my motor where it only tops out at about 18 miles an hour at 4500 rpms and the boat should take off at that kind of rpms. It smokes like crazy when you start the thing up which I also thought could be the gas from winterization but the motor just seems really slow. Other than that it runs ok does anyone have any suggestions of what I should do.

Are you getting spark on all cylinders? Plugs changed this year? What do the plugs look like after a run?

the plugs are fine and the wires are new

I have a feeling the motor hasnt ran in a few months. We should probably look at the carbs.<br /><br />Also I noticed you said "the plugs are fine" but didn't say they were new. They could look OK but still be fouled out from the "winterization" process.<br /><br />Which plugs are you running anyway?
