a friend in my marina is having trouble with his outboard. the engine runs rough between 2500 rpm and 3800. at 4000 and above runs fine.when motor is turned off it will not start unless fuel primer ball is squeezed. fuel pump replaced , fuel lines and primer inspected. mechanic is top rated, but has been unable to rectify. any thoughts?
