I have a 28hp spl evinrude, I don't have the model and year, motor came with boat and no id found on motor, the motor is approx. 1990+- 5years When the motors is idling water is not coming out of the tell tale spout. I have removed the waterjacket and powerhead, no blockage found, I believe the impeller is okay, no visual damage, I do see some exhaust smoke coming out of the tell tale spout, not alot but slightly noticeable at idle, when accellerating water comes out the spout. I am going to buy a waterpump kit even though it doesn't look like it needs it, out of options and frustrated.
