1979 Evinrude 175 HP Tilt/Trim

Wondering if anyone could help me out??? I have a 1979 Evinrude 175 HP and the tilt/trim won't tilt down. The tilt works in the up direction. The motor is making noise when I push the tilt button down but it wont move. I have checked the fluid level and it is good, all the way up to the fill hole.

Hey BC....when ya' checked the fluid level, was the motor tilted all the way up? This is where it should be when the level is checked.

Yes, the fluid was checked with engine all the way up.

The tnt motor wont spin or the outboard wont go down?

The motor wont go down. I am fairly positive that the motor is spinning.
