94 Evinrude 35 Horse Jet, stalls at full throttle.

This 35 horse jet drive has a 50 horse head and is in great shape. It rides ok in the water at 1/2 or less throttle but when powered up it will stall after about 10 to 15 seconds every time. When I run it out of the water with the hose adapter it runs fine powered up, seems to be under load in the water only. I can smell gas while in the water and have tried to pump the ball while the engine is running, does not seem to help. When I pull the tank line from the engine I can see gas spraying from the ball valve so it appears the gas is making it to the engine OK. <br />I have replaced the portable gas tank, bulb, tank line and plugs. I have not cleaned the carb, or gas lines inside the motor. The fuel filter looks ok. I hope someone can help!!! Will try anything at this point.<br />Thanks in advance
