Check compression... Is that a 1 or 2 cylinder?

Buddie - first off, Welcome. I've got a few questions:
When you pump up the primer bulb, does it get hard? No gas flowing out of the carb's throat?
Also, when you set up the new carb float, did you make sure it was flush with the carb body (upside down)?
Do both plugs appear identical?
What happens when you run the throttle up? Does the engine die or does it just go slow? Are you doing this test in gear on the water?
How did the engine perform before installing the carb kit?
Are all the throttle linkages set as they should be? Is the armature plate (under the flywheel) moving freely? The throttle plate is opening fully at full throttle?

By the way, do not operate that engine above 1500rpms without a load on it. Also, you might find J6C spark plugs better for you engine. They're the recomended ones and are hotter than the J4C's, so they'll tend to foul less. I'm sure that's not the cause of your problem though.

Re: 69 evinrude 6 hp no wont rev up

Sorry to be getting back to you so late.

I'd focus in on the main circuit of the carb. One thing to check is the little gasket on the bottom of the main jet. It's still there right? I'm thinking you might be leaking gas past that, causing you to run rich. There should be a lot of smoke caused by this too.

When you pump up the primer, your not getting any gas flowing out the carb are you? That would point to a float or needle&seat problem. If there's no gas, try replacing the primer bulb.

If you were careful setting the float level, I doubt it's your problem. I was really asking if you had set the float level at all. :)

Please put your engine in gear when your testing it. Reving these engines at all can lead to run-away, where the engine spins up to very high rpms all on it's own. This can lead to both engine and heart failure.

So find out about that primer bulb, and then go after the carb again.
