Is it safe to assume tank vents are operating properly if you can see and hear gas fumes exiting during fill up?

Re: Tank vents

Yes. The vent is supposed to allow air to replace fuel consumed by the motor.

At the same time it will allow 'breathing' when fuel volume changes with temperature.

If you fill it up and let the pump run full speed until it cuts off when the tank (anf filler tube) can't receive anymore, you may see a squirt of fuel come out if the vent, too. The vent hose should have a layout that helps prevent fuel from getting out during normal use.
