Yes. The vent is supposed to allow air to replace fuel consumed by the motor.<br /><br />At the same time it will allow 'breathing' when fuel volume changes with temperature.<br /><br />If you fill it up and let the pump run full speed until it cuts off when the tank (anf filler tube) can't receive anymore, you may see a squirt of fuel come out if the vent, too. The vent hose should have a layout that helps prevent fuel from getting out during normal use.
