I'm looking at buying a 15 hp evinrude and need to make sure that the year is what the guy is telling me. The model # is 15604R,Serial # is E0001738. Is there a chart somewhere that gives this info?

15604 is a 1975 model.You can confirm here.Click on modellguide in the upper right hand corner.the rest is easy. web page
