'95 40 HP Evinrude Ignition Problem

On a cold start, #1 cylinder has no spark (checked with timing light) unless you blip the fast idle lever so the engine revs fairly high for just a few seconds. #1 then begins to fire and the engine runs and starts great. It may or may not act up again for days or it may act up an hour later. I've checked wiring carefully and don't see any problems. I'm suspecting its the power pack but "shot-gunning" is not a good troubleshooting technique. Electronics generally hard fail or fail when hot. Anyone have any ideas?

Check to see if your spark will jump a 1/2" gap. If #1 is weaker than #2, swap plugs then spark plug wires to isolate.
