johnson starter

My 60hp, 1981 johnson starter engages for 3 or 4 revolutions of the flywheel then drops out, mechanic says this is a normal charcteristic for this motor, any suggestions to whether he is rightor how to fix?

If the dropout is when the engine fires it is normal. <br /><br />If the engine then does not start you have a non-starter problem with starting the engine.
