Red Lever on Prime Solenoid

1990 Evin. 120. What does the position of the red lever on the prime solenoid do. I saw in an old post that the position of the lever is important. Manual doesn't mention it (and many other things, I'm learning!). Which way is it supposed to go, and what's the black cap all about?

Normal "run" position for the red lever on the primer solenoid is end facing aft inline with the body of the solenoid.The purpose of the lever is to allow manual priming override in the event of electrical failure of the solenoid.The cap is a cover for the schrader valve which is used for engine fogging oils and decarb products.
