89 Johnson won't run above 3500 RPM

I have an 89 140 hp v-4 johnson. It's been running great. I got a low oil alarm last weekend(beep at 20 sec intervals), stopped and filled the oil tank. After that the engine seemed to run rough at low speed and will not run above 3500 RPM. According to paperwork from the previous owner, VRO and powerpack have been replaced within the last year. Any suggestions?<br />Thanks

I would suspect that you removed the hood to inspect the engine? That would be a normal action after receiving a warning. It's not possible to create that problem by filling the oil tank, but it is possible to have the hood retainers disturb a spark plug wire. Worth looking at.
