I have an Evinrude 9.9 hp, model 10624R, serial# E0002453, (dont know the age) that hasn't been run for 4 to 5 years until yesterday. It started okay after a few pulls but it won't shift out of neutral. Any suggestions?

If you are saying that the shift lever cannot be moved, perhaps you have the throttle handle still turned so that the throttle is applied?

The engine has a shift lockout that disables the shifting action.

That is correct. The shift lever cannot be moved. The throttle is in the shift position. After I did this post and a little looking around, found what appeared to be water mixed with oil in the lower unit. The oil had that milky color to it and things were a bit rusted down there. Where do I go from here?

Well, for one, it's a 1976 Model ya got there. Not sure on the shifting problem, but I would remove the lower unit and have a look around. You need to do this anyway, as the fluid is discolored. Most likely a seal leaking from before or just condensation. And the shift linkage(Shaft) is probably frozen up from corrosion. Get yourself a Manual from the bottom left of this page or a Factory one from the link below and have at it. You will need to pull the carb off, clean and rebuild it, as crud will have developed over the years and it will never run right until it's done.

web page
