Hard Starting Warm Engine After Stalling

I have a 1984 150hp Evinrude rebuilt 1998 with VRO disconnected. Starts fine cold and warm after running fast. When going under 5mph for a while, if engine stalls at low rpm. Extremely hard to re start. I have temp guages on both cyl heads. Temp around 150 when stalling. Crank is strong, but sounds like no spark. Dangerous when trolling near low water.

How long can you troll before it stalls?

If I troll at 1800rpms or higher all day. If I go at 1500 for a while, sometimes while shifting or going into neutral I stall, If I do it takes a long time to start. Then I flood it and have to wait. Someone told because VRO disconnected I'm getting too much oil in cylinders at low speeds.
