I have a 15 horsepower Evinrude outboard that is about 10 years old. I have owned it since new and it has only had about 35 gallons of fuel run through it over the years. I only use it once a year, if that. I had it in storage the last two years and I just put it on the boat and it has a problem. There is no low speed to it, it will die if you don't give it a little choke and keep the rpm's up. You can open the choke as long as you have it revving. Wide open throttle is just fine, lots of power. I figured the carb was maybe plugged up so I removed it and took it apart. Sprayed carb cleaner through it and blew it out with compressed air. There was no gum or dirt visible. I removed the fuel pump and fuel filter and all is well there also. Checked the spark plugs and they look fine. I can only think of two things that may give me this trouble. One is the carb low speed circuit tube is plugged. It is not removable and I can't get in there. The other is maybe a crank shaft seal is bad and leaking air. Looking for any ideas on what to do next? I am using brand new fuel and I ran it at wide open throttle for a good half hour.
